Westinghouse Electric Company Letter LTR-NRC-14-73, dated November 12, 2014, Submittal of WCAP 16500, Supplement 2, "Evolutionary Design Changes to CE 16x16 Next Generation Fuel and Method for Addressing the Effects of End-of-Life Properties on Seismic and Loss of Coolant Accident Analyses"
Dear Sirs:
Subject:
Palo Verde Nuclear Generating Station (PVNGS)
Units 1, 2 and 3 Docket Nos. STN 50-528, 50-529 and 50-530 Support for NRC Review of WCAP 16500, Supplement 2, for CE 16x16 Next Generation Fuel Arizona Public Service (APS) is planning to submit a license amendment request (LAR) in early 2016 to implement the Combustion Engineering 16x16 Next Generation Fuel assembly design described in WCAP 16500. The WCAP and Supplement 1 of the WCAP were previously approved by the NRC in 2007 and 2010, respectively, and describe the assembly design as well as the methods and models for evaluating its acceptability. Supplement 2 of this WCAP was submitted by Westinghouse to the NRC in the referenced letter with changes identified from operating experience.
APS plans on using a topical with an approved NRC Safety Evaluation in order to allow for efficiencies and minimize the time for review of the LAR. APS, therefore, requests that the NRC consider the planned use of WCAP 16500, Supplement 2, in the determination of the priority for NRC review of this supplement to the WCAP.
No commitments are being made to the NRC by this letter. Should you need further information regarding this topic, please do not hesitate to contact me at (623) 393-5764.
