Units 1, 2, and 3 Docket Nos. STN 50-528, 50-529, and 50-530 Commitment Tracking System Action Item, RCTSAI 4273752, Related to Communications Trailers Equipped with a Satellite Uplink Antenna System The purpose of this letter is to inform the NRC that Arizona Public Service Company (APS) has revised Regulatory Commitment Tracking System Action Item (RCTSAI) 4273752, related to communications equipment, including satellite uplinks.
On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued a letter entitled, Request for Information Pursuant to Title 10 of the Code of Federal Regulations 50.54(f) Regarding Recommendations 2.1, 2.3, and 9.3, of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident, to Arizona Public Service Company (APS). In enclosure 5 of that letter, the NRC requested that APS provide an assessment of current communications systems and equipment.
APS provided the communications assessment results by letter number 102-06615, dated October 31, 2012. The NRC issued letter dated January 23, 2013, that identified eight issues needing resolution to address communications capability during a beyond design basis large scale natural event and coincident loss of all alternating current power. APS provided the response to the eight issues, and included new and revised commitments by letter number 102-06664, dated February 22, 2013. The NRC staff issued letter dated June 6, 2013, documenting the conclusion of their review.
This letter provides a change to the description of the communications equipment that will be installed and provides an updated overall site completion date. APS is implementing the communications modifications on a Unit basis coincident with the completion of the modifications being installed to meet NRC Order EA-12-049. The updated site completion date for the commitment is consistent with the planned startup from the last Unit refueling outage (Unit 2R19) currently planned for completion prior to November 30, 2015.

ATTN: Document Control Desk U.S. Nuclear Regulatory Commission Commitment RCTSAI 4273752, Related to Communications Trailers Equipped with a Satellite Uplink Antenna System Page 2 The commitment previously relied upon the use of a total of five mobile equipment vehicles with no permanently mounted antennas or satellite uplinks. The updated commitment credits four mobile equipment vehicles (three trucks and one trailer) and adds fixed mounting of network antennas in each Unit and a satellite dish on Unit 1.
The commitment (RCTSAI 4273752) has been revised to read as follows:
Provide a total of three vehicles and one trailer for the mobile communications equipment and install permanently mounted network antennas on Unit 1, Unit 2 and Unit 3 control buildings. Install a satellite dish on Unit 1.
The completion date for this commitment for all three units will be November 30, 2015.
This commitment change is based upon an engineering study that indicates:
- 1. Mounting the communications equipment in the control buildings and antennas on the roof of the control buildings simplifies the operator actions necessary to deploy the communications systems,
- 2. The time to deploy the communications equipment is reduced to minutes rather than hours, and
- 3. The placement of the equipment at fixed locations in the Units does not change the technology or type of communications equipment used to accomplish the required capability.
