APR I 9 1994 Docket No. 50-261 License No. DPR-23 Carolina Power and Light Company ATTN:

Mr. C. S. Hinnant Vice President H. B. Robinson Steam Electric Plant Unit 2 P. 0. Box 790 Hartsville, SC 29550-0790 Gentlemen:

SUBJECT:

LICENSE OPERATOR TRAINING SEQUENCE In a letter dated January 6, 1994, from Mr. Charles R. Dietz, we were informed of a change in the sequencing of the On-the-Job Training (OJT) portion of Robinson Nuclear Plant's Hot License Training Program. Due to plant operational requirements, the current class of licensed operator candidates will only have completed about 12 weeks of OJT when the scheduled NRC licensing examinations will be administered. The facility training program requires completion of 15 weeks of OJT to sit for an NRC examination.

The NRC has determined that failure to complete the last three weeks of OJT prior to taking the NRC examination will not adversely affect the outcome of the NRC licensing examination process.

This letter provides our concurrence with your plan to have the operator candidates take the NRC examination on schedule in July 1994 and complete the remainder of their 0JT immediately after the NRC examinations are finished.

Candidate examination results will be formally communicated to you once they are determined; however, the NRC will withhold any associated operator licenses pending formal notification by you that all training requirements have been met.

If you have any questions in this matter, please contact me at (404) 331-5541 or Mr. Lawrence L. Lawyer at (404) 331-4700.

Sincerely, ORIGINAL SIGNED BY T. A. PEEBLES Thomas A. Peebles, Chief Operations Branch Division of Reactor Safety cc: (See page 2) 9407110026 940419 PDR ADOCK 05000261 V
