SUMMARY

- COST BENEFICIAL LICENSING ACTIONS Representatives from Carolina Power & Light Company (the licensee) met with the Nuclear Regulatory Commission (NRC) staff on March 16, 1994, at the NRC headquarters in Rockville, Maryland. The meeting was requested by the licensee to discuss the status of activities associated with the licensee's regulatory burden reduction program that was developed last year and is being implemented this year. The corporate-sponsored program was developed to identify activities at all four CP&L nuclear units that are driven by regulatory commitments, are resource intensive, and no longer have a clear safety benefit. The licensee is developing a list of CBLA (cost beneficial licensing action) requests based on a qualitative prioritization scheme and plans to begin submittals to the NRC within the next three months. They estimate that they will submit four or five CBLA requests by the end of this year.

The NRC provided clarification to the licensee that CBLA is a term applied only to licensing actions having a low safety impact, high licensee cost, and a low NRC priority for review. An action that would have an NRR-assigned review priority of 1 or 2, would not be tracked as a CBLA.

The attendees at the meeting are listed in Enclosure 1 and a copy of the slides presented at the meeting are provided in Enclosure 2.
