UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 October 15, 1992 Docket Nos. 50-261 and 50-400 LICENSEE:
CAROLINA POWER & LIGHT COMPANY FACILITIES:
H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1
SUBJECT:
SUMMARY
OF SEPTEMBER 10, 1992, MEETING REGARDING IPEEE SCHEDULES (TAC NOS. M83668 AND 83627)
This refers to the September 10, 1992, meeting conducted at the request of Carolina Power & Light Company (CP&L or the licensee) in Rockville, Maryland.
The purpose of the meeting was for the licensee to discuss their planned activities related to the IPEEE evaluations and the impacts that may prevent their improving their IPEEE submittal dates to meet the NRC-requested submittal date of June 1994. The licensee's response, dated December 19, 1991, to Generic Letter 80-20, Supplement 4, indicated submittal dates of June 1995 for the Robinson IPEEE and June 1997 for the Brunswick IPEEE. The staff found the submittal dates scheduled by the licensee for their IPEEE evaluations to be unacceptable; and, by letter dated June 26, 1992, the staff requested the licensee to reassess their activities and revise their submittal dates. A list of attendees and a copy of CP&L handouts used during the meeting are enclosed (Enclosures 1 and 2).
Among the problems discussed were site specific refueling outage activities, individual plant A-46 walkdowns, and limited manpower assigned to the task.
These plant specific activities will force the licensee to stagger their IPEEE evaluations. The licensee indicated that staff comments regarding the A-46 walkdowns and synergism between site evaluation activities discussed during the meeting will be considered during implementation of their planned IPEEE activities. The licensee committed to submit an updated A-46 response by September 18, 1992, as previously scheduled, and to respond to the NRC's June 26, 1992, letter regarding the improvement of their IPEEE submittal dates by September 30, 1992.
220005 9210270149 921015 PDR ADOCK 05000261 PDR October 15, 1992 On September 28, 1992, in a phone call, the licensee changed their submittal date regarding IPEEE activities to October 15, 1992, to integrate the scheduling dates for all three CP&L plants.

ENCLOSURE 2 IPEEE SCHEDULES FOR HARRIS AND ROBINSON PLANTS SIGNIFICANT POINTS o
SEISMIC IS CONTROLLING FACTOR IN IPEEE SCHEDULES o
CP&L MUST PERFORM 3 A-46 AND 4 IPEEE EVALUATIONS IN 3.5 YEARS UNDER THE ACTIVE LEADERSHIP OF ONE INDIVIDUAL o
WALKDOWN DATES WHICH START EVALUATIONS ARE LARGELY DRIVEN BY REFUELING OUTAGE SCHEDULES o
CP&L INVOLVEMENT IS ALREADY AT LOW LEVEL UNDER EXISTING SCHEDULE o
SIGNIFICANT INCREASES IN CONTRACTOR RESOURCES TO IMPROVE SCHEDULE ARE NOT LIKELY TO PRODUCE DESIRED RESULT; REDUCED CP&L CONTROL WILL LIKELY RESULT IN REWORK AND DELAYS o
SIX MONTHS IS MAXIMUM SCHEDULE IMPROVEMENT FOR HARRIS AND ROBINSON WHICH MAINTAINS EFFECTIVE CP&L INVOLVEMENT AND PROJECT MANAGEMENT. RESULT IS 12 MONTH SCHEDULES FOR ALL 4 PLANTS o
OTHER EXTERNAL EVENT EVALUATION SCHEDULES CAN BE IMPROVED TO MATCH SEISMIC EVALUATION SCHEDULES
