The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Quad Cities Nuclear Power Station.

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. Martin DeVault, Training Director. Note that any examination waivers and application denials have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," one day during the week of May 5, 2014. The NRC staff will administer the operating tests during the week of April 28, 2014.

Please contact Mr. B. Palagi, Chief Examiner, at (630) 829-9611, if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

Dear Mr. Pacilio:

In a telephone conversation on January 14, 2014, between Mr. C. Burkhart, Examination Author, and Mr. B. Palagi, Region Ill Chief Examiner, arrangements were made for the administration of licensing examinations at the Quad Cities Nuclear Power Station, Units 1 and 2, during the week of Apri128, 2014. In addition, the U.S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of March 31, 2014.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

It will be necessary for your staff to furnish the examination outlines by February 3, 2014, to meet the above schedule. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by March 3, 2014. Pursuant to Title 10 of the Code of Federal Regulations, Section 55.40(b)(3), (10 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

M. Pacilio Your staff should submit preliminary reactor operator and senior reactor operator license applications (e.g., Office of Management and Budget (OMB) approval number 3150-0090),

medical certifications (OMB approval number 3150-0024), and waiver requests (if any, OMB approval number 3150-0090) at least 30 days before the first examination date, so as to ensure a timely NRC review and evaluation process. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS:

QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2

Dear Mr. Pacilio:

We have received your corporate letters RS-12-114, dated July 5, 2012, and RS-13-183, dated July 8, 2013. In these letters, you requested that initial operator licensing examinations be scheduled at the Quad Cities Nuclear Power Station for April 2016 and August 2018.

We note in Letter RS-12-114 that you requested an April2016 initial license exam date. In Letter RS-13-183, your initial license exam date was moved from April to August 2016. The NRC cannot support moving this exam date to August 2016. You have been scheduled for an initial license exam for the weeks of April 25 and May 2, 2016, with an onsite validation date of April4, 2016. Additionally, we have scheduled an initial license exam for the weeks of August 6 and 13, 2018, with an onsite validation date of July 16, 2018.

We note that you were previously scheduled for an initial operator licensing exam the weeks of April21 and 28, 2014, with an onsite validation date of March 31, 2014. This exam date has not changed; however, based on recent telephone communications with Mr. C. Burkhart of your staff and Mr. B. Palagi of my staff, the examination will only require the week of April28, 2014.

In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately, upon discovery, of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the Training Program.

NRC Regulatory Issue Summary 2012*07, "Preparation and Scheduling of Operator Licensing Examinations," dated June 8, 2012 The referenced Regulatory Issue Summary (RIS) requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates requiring initial operator license examinations for calendar years 2014 through 2017, and the number of candidates requiring Generic Fundamentals Examinations for calendar years 2014 and 2015. Attachments 1 through 11 provide responses to RIS 2012-07 for the EGC plants identified above. The requested information for each facility is provided on a separate NRC Form 536.

In calendar year 2016, six candidates are expected to take the dual*site Limited Senior Reactor Operator (LSRO) initial license examination as indicated on Attachment 7. The schedule for the indicated examination is as follows: the written examination and a portion of the operating examination will be given at Limerick Generating Station (LGS); the remainder of the operating examination will be completed at Peach Bottom Atomic Power Station (PBAPS). Since the LSRO examination is a dual*site examination that involves LGS and PBAPS, rather than repeating the same information on both attachments, the examination scheduling information is provided on Attachment 7 for LGS. Attachment 9 for PBAPS references Attachment 7 where appropriate.

NRC Regulatory Issue Summary 2013-06, "Preparation and Scheduling of Operator Licensing Examinations," dated June 7, 2013 The referenced Regulatory Issue Summary (RIS) requested that facility licensees provide a proposed schedule of operator licensing examinations and an estimate of the number of candidates requiring initial operator license examinations for calendar years 2015 through 2018, and the number of candidates requiring Generic Fundamentals Examinations for calendar years 2015 and 2016. Attachments 1 through 10 provide responses to RIS 2013-06 for the EGC plants identified above. The requested information for each facility is provided on a separate NRC Form 536.

For the Limerick Generating Station {LGS) and the Peach Bottom Atomic Power Station

{PBAPS), the Limited Senior Reactor Operator (LSRO) initial license examination can be a dual-site examination. Rather than repeat the same information on both attachments, the examination scheduling information is provided on Attachment 6 for LGS. Attachment 8 for PBAPS references Attachment 6 where appropriate. There are no candidates currently expected to take the dual-site LSRO initial license examination for calendar years 2015 through

. 2018, as indicated on Attachment 6.

Dear Mr. Pacilio:

We have received your Letter KKM-12-001, dated January 30, 2012. In that letter, you requested the initial operator licensing examination scheduled at the Quad Cities Nuclear Power Station for January 2014 be delayed.

At your request, we have delayed the January 2014 initial operator licensing exam and rescheduled the examination for the weeks of April 21 and 28, 2014, at the Quad Cities Nuclear Power Station. An on-site validation is scheduled for the week of March 31, 2014.

We understand that your staff will develop the examination. Because your corporate letter indicated that there were more than nine applicants being considered for this examination, the examination was scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program.

In accordance with 10 CFR 2.930 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publically Available Records System (PARS) component of NRC's Agencywide

Quad Cities Generating Station requests a date change for the CY2014 Initial Operator License Examination. The Nuclear Regulatory Commission schedule shows a start date of January 13, 2014 and end date of January 17, 2014. Quad Cities Station requests a start date of April21, 2014 and end date of May 2, 2014. The change in dates is requested to add five days of examination time since the proposed class size is five SR0-1, and seven RO. The additional five days will give ample time to examine a class of this size. Additionally, conversations with the Region III scheduler indicate this request can be met.
