40 Inverness Center Parkway Post Office Box 1295 Birmingham, AL 35242 Tel 205.992.7872 Fax 205.992.7601 sou August 5, 2014 Docket Nos.: 50-321 NL-14-1206 50-366 U. S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington , D. C. 20555-0001 Edwin I. Hatch Nuclear Plant Operating License Revision Associated with License Amendment Request to Revise Technical Specifications Regarding Control Room Envelope Habitability in Accordance with TSTF-448, Revision 3 Ladies and Gentlemen:
By letter dated July 23 , 2013 , Southern Nuclear Operating Company (SNC) submitted a request for an amendment to the technical specifications (TS) for Edwin I. Hatch Nuclear Plant (HNP), Units 1 and 2. This request proposed an operating license (OL) condition to support implementation of the proposed TS change. The Enclosure contains the "clean typed" OL pages with the condition incorporated. Please note that OL condition proposed in the July 23, 2013 SNC letter has been modified in the Enclosure to remove outdated information .
Please note, regarding Part c. of the new Unit 1 and Unit 2 OL condition , SNC considers the date of the last successful performance of current SR 3.7.4.4 to be the date of the most recent successful pressure measurement test. Current SR 3.7.4.4 states:
Verify each MCREC subsystem can maintain a positive pressure of::::: 0.1 inches water gauge relative to the turbine building during the pressurization mode of operation at a subsystem flow rate of::; 2750 cfm and an outside air flow rate ::; 400 cfm .
The current Unit 1 and Unit 2 SR 3.7.4.4 does not meet all the requirements of (proposed) Specification 5.5.14.d , which is referenced in Part c. However, based on SNC's interpretation , the last successful positive pressure test meets the intent of this requirement.
This letter contains no NRC commitments. If you have any questions, please contact Ken McElroy at (205) 992-7369 .
U. S. Nuclear Regulatory Commission NL-14-1206 Page2 Mr. C. R.
