UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 November 3, 2014 Mr. Tom Melius Regional Director U.S. Fish and Wildlife Service Midwest Region 5600 American Blvd. West, Suite 990 Bloomington, MN 55437-1458 Ms. Amy Salveter Field Supervisor U.S. Fish and Wildlife Service Missouri Ecological Services Field Office 101 Park DeVille Dr., Suite A Columbia, MO 65203
SUBJECT:
AVAILABILITY OF THE FINAL SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT REGARDING CALLAWAY, UNIT 1, LICENSE RENEWAL
Dear Mr. Melius and Ms. Salveter:
The U.S. Nuclear Regulatory Commission (NRC) has completed the enclosed final Supplement 51 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (SEIS), regarding the license renewal of Callaway, Unit 1 (Callaway), in accordance with the National Environmental Policy Act of 1969, as amended (NEPA). With this letter, I am forwarding you a copy of the final SEIS.
As part of its NEPA review, the NRC considered effects to species and habitats protected under the Endangered Species Act of 1973, as amended (ESA). The NRC determined that the continued operation of Callaway during the license renewal term may affect, but is not likely to jeopardize the continued existence of the pallid sturgeon (Scaphirhynchus afbus) and is not likely to adversely affect an additional eight Federally listed species under the U.S. Fish and Wildlife Services (FWS) jurisdiction. The NRC requested the FWSs concurrence with its effect determinations documented in the draft SEIS and biological assessment in a letter dated February 24, 2014. Since the FWSs receipt of that letter, NRC staff and FWS staff from the Missouri Ecological Services Field Office have been in informal ESA section 7 consultation under the provisions of Title 50, Part 402.13 of the Code of Federal Regulations (50 CFR 402.13). Consultation continues at this time.
T. Melius and I have enclosed a copy of the final SEIS for your records. I look forward to continued coordination with your offices as ESA section 7 consultation for Callaway license renewal progresses. If you have any questions regarding this letter, please contact Dr. Dennis Logan, Aquatic Biologist, of my staff at 301-415-0490 or by e-mail at dennis.logan@nrc.gov.
Sincerely,
/RA/
