Ken, By letter dated June 30, 2014 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML14203A006), Florida Power & Light (the licensee) requested relief from certain requirements of American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),Section XI, 1998 Edition, at St Lucie Unit 2. The licensee requested approval to use the proposed alternatives as implemented by the Performance Demonstration Initiative(PDI) program to the requirements within ASME Section XI, 2007 Edition 2008 Addenda, Appendix VIII, Supplement 11, "Qualification Requirements for Full Structural Overlaid Wrought Austenitic Piping Welds." Compliance with the proposed alternatives within this relief request, versus those in the 2007 Edition with 2008 Addenda of ASME Section XI, Appendix VIII, Supplement 11, will provide an acceptable level of quality and safety.

In accordance with Nuclear Regulatory Commissions (NRC's) process as described in LIC-109, "ACCEPTANCE REVIEW PROCEDURES," the NRC staff has performed an acceptance review to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review was also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has concluded that the subject relief request does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed relief request in terms of regulatory requirements and the protection of public health and safety and the environment. If needed, the NRC staff may request for additional information to complete its technical review.
