SUBJECT:

SUMMARY

OF JUNE 23,2014, MEETING WITH EXELON GENERATION COMPANY, LLC ON FUTURE LICENSE AMENDMENT REQUEST TO INCREASE THE ULTIMATE HEAT SINK TECHNICAL SPECIFICATION LIMIT (TAC NOS. MF4225 AND MF4226)

On June 23, 2014, a Category I public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC. The purpose of the meeting was to discuss the planned submittal of a license amendment request to increase the ultimate heat sink (UHS) technical specification limit. The meeting notice and agenda, dated June 18, 2014, is available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML14169A144. A list of attendees is provided as Enclosure 1.

The licensee presented information (see ADAMS Accession No. ML14177A641) regarding the background of the UHS temperature limit, the regulatory criteria and guidance it plans to use for the submittal, the technical approach it plans to use, and the regulatory commitments it plans to include. The licensee stated that it would update the equipment analyses impacted by the temperature increase by the second quarter of 2015.

The NRC staff provided feedback regarding the topics that they would be looking for in the submittal. In addition, the staff stated that they would need to evaluate the submittal pursuant to the NRC's acceptance process to determine if the submittal could be accepted prior to completing the equipment analyses that was to be completed by the second quarter of 2015.

Members of the public were in attendance by phone. Public Meeting Feedback forms were not received. A member of the public asked about fish kills in the UHS. Joel Wiebe, the NRC Project Manager, provided response by e-mail.
