THE H. B. ROBINSON-2 IMPROVEMENT PROGRAM AND THE CORPORATE NUCLEAR SAFETY FUNCTIONS A meeting was held on January 25,
- 1985, to discuss the status of the HBR-2 improvement program and the function of the corporate nuclear safety group. The meeting topics are described below.
- a. Historical Review of HBR-2 Site Changes and Organizational Overview CP&L discussed the large number of non nuclear changes to the physical plant which has resulted in a large increase in plant size.
An organizational overview was presented which included the fact that the Robinson site has a 180-megawatt electrical fossil plant for which management responsibility is assigned to the Plant General Manager (Nuclear). The NRC expressed concern regarding potential diversion of management attention from the nuclear plant.
The licensee stated that approximately five percent of the plant manager's time was required for the fossil plant which they believed was not detrimental to the nuclear plant.
The presentation continued with a dis cussion of the number of licensee personnel assigned to HBR-2, their quali fications, experience, and academic training.

Steam Generator Outage The licensee discussed the extended outage for steam generator replacement, which began on January 26, 1984, and ended on January 9, 1985. The licensee enumerated the additional modifications which were made during the outage and highlighted their successful efforts related to planning, management control, craftsmanship, safety and attention to the ALARA concept during the outage.

Long Term Improvement Programs In late 1982, the licensee committed to the development and implementation of a long-term improvement program. There were 18 major areas identified for improvement and 79 sub-items under these 18 major areas.
The licensee stated they had expended ten million dollars to date on the program.

2 All except two of the 18 improvement areas have been completed. The two remaining areas deal with an overall procedure upgrade, and an assessment of procedures for conduct of Technical Specification (TS) required surveillance items, inservice inspection and 10 CFR 50 Appendix J.
During this discus sion the NRC raised questions relative to completion schedules for proce dures.
Concerns were also expressed by Region II about discrepancies between the HBR-2 TS and Standard TS, with respect to whether the licensee had compared the Robinson TS to standard TS for similar surveillance re quirements in order to ensure that appropriate conservatism was being main tained in the Robinson TS. The licensee stated they would assess the HBR-2 TS against the Standard TS.
- d.
Corporate Nuclear Safety (CNS) Functions The licensee discussed the organization and operation of the onsite and offsite corporate nuclear safety function.
An overview of the groups' objectives, on and offsite responsibilities and CNS activity high lights was presented.
Region II commented that the presentation appeared to describe the CNS function as being directed heavily toward academic reviews as opposed to being involved with "day to day" problems encountered in plant operation.
No commitments were made by the licensee in this area.

Final Remarks The meeting concluded with Region II summarizing regional concerns for completion of the procedures program and the review of HBR-2 TS with the goal of utilizing safety improvements found in Standard TS where possible.
Appreciation for the excellent presentation by the CP&L staff was expressed.
