SUBJECT:

SUBMITTAL OF ANNUAL EMERGENCY EXERCISE OBJECTIVES AND DETAILED SCENARIOS Our letter of January 29, 1982, requested that all licensees adhere to a schedule for submitting emergency exercise information for NRC review.

Since that time, licensees in Region II have been most cooperative and, with rare exception, have complied with that schedule.

Based on our experience over the intervening months, however, we have concluded that we are not able to perform an adequate review of the scenario when the detailed information is submitted 20 days in advance. Therefore, in order for Region II to fully support an emergency exercise at your site, we request that the 20-day submittal be eliminated, and that the full, detailed exercise scenario with all "controller information" to be used be submitted in accordance with the 45-day schedule. No change is needed in the 75-day schedule for submitting the exercise scope and objectives.

The requested schedule is:

Period In Advance of Exercise Information To Be Submitted 75 days Description of scope of exercise and objectives to be fulfilled.

45 days Complete exercise scenario with all controller information and simulation data.

In order to protect the scenario and exercise objectives from disclosure to participants, the information should be mailed to the Regional Administrator, Attention:

Chief, Emergency Preparedness Section, U. S. Nuclear Regulatory Commission, Region II, at the letterhead address, marked "to be opened by addressee only.".

This request for information has been approved under OMB Clearance No.

0150-0011, which expires April 30, 1985.
