Retraining and Replacement Training, Technical Specification Interpretation Re:

H. B. Robinson Steam Electric Plant, Unit No. 2 Brunswick Steam Electric Plant, Units 1 and 2 By letter dated March 17, 1982 you requested our concurrence with your interpretation of the Technical Specification $ections pertaining to retraining and replacement training. Your interpretation is that the first paragraph in Section 5.5 of ANSI N18.1-1971 applies to training of the entire operating organization, while Sections 5.5.1 and 5.5.2 apply to ret#6ining and replacement training of licensed operators only.

We do not agree with your interpretation. Section 5.5 of. ANSI N18.1-1971, including Subsection 5.5.1 on retraining and Subsection 5.5.2 on replace ment training, were intended to apply to the entire operating organiza tion; not just to licensed operators. The reti;aining.and replacement training would obviously be provided on subject matters appropriate to the specific duties and needs of the various members of the operating organization-This position reflects insight gained by certain NRC staff personnel, from having served as merfbers of the-ANS 3 Subcommittee re sponsible for preparing the ANSI 18.1 Standard.
