ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket No. 50-261 H. B. Robinson License No. DPR-23 During the NRC inspection conducted on February 11

- March 10, 1988, a viola tion of NRC requirements was identified. In accordance with "General Statement of Policy and Procedure of NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

10 CFR 50, Appendix B, Criterion V, as implemented by Section 6 of the CP&L Corporate Quality Assurance Manual, requires that activities affecting quality shall be prescribed by documented instructions or drawings of a type appropriate to the circumstances.

Instructions shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accom plished. Sketch 2402 requires spring hanger 339 located on the pressur izer spray line to have 4 anchor bolts installed in each anchor plate.

Contrary to the above, activities affecting quality were not accomplished in accordance with instructions appropriate to the circumstance in that Work Request (W/R) 87-AMMY1 did not include appropriate quantitative or qualitative acceptance criteria, resulting in, after completion of W/R 87-AMMY1, spring hanger 339 being found with only 3 anchor bolts installed in its anchor plate.

This is a Severity Level IV Violation (Supplement I)

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation, (2) the reason for the violation if

admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further viola
tions, and (5) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
