DENIAL OF AMENDMENT REQUEST - H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. 79850)
By letter dated January 7, 1991, as supplemented April 15, 1991, you submitted an amendment request on the H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR2), Technical Specifications (TS) to change the one-point calibration check of the excore nuclear power range detectors from a monthly interval to an interval of at least once per effective full power month (EFPM).
Your submittal stated that the current Westinghouse Standard Technical Specifications (WSTS) use the EFPM surveillance criterion for the performance of this calibration. However, our review of the current WSTS indicates that the calibration interval for the nuclear power range instrumentation is "at least once per 31 days."
This is consistent with the HBR2 existing TS.
Further review also indicates that the "at least once per EFPM" calibration is a component of the Technical Specification Improvement Program.
From an operational perspective, the amendment request appears to be reasonable. However, at this time we find the TS amendment request unacceptable for the following reasons:
(1) We do not believe that this TS change would result in a significant improvement in plant safety.
(2) We are not aware of any plant specific reason that would require the proposed TS change.
(3) The existing TS are consistent with the current WSTS and we are not aware of any TS compliance problem created by the existing TS.
