SUMMARY

OF MEETING HELD ON OCTOBER 15, 1980 WITH CAROLINA POWER AND LIGHT COMPANY TO DISCUSS H. B. ROBINSON 2 A meeting was held on October 15, 1980 between members of Carolina Power and Light Company (CP&L) and the NRC staff to discuss the recent and future inspections of the H. B. Robinson steam generators. The attendees list is attached.

CP&L has calculated from the eddy current inspections in April and August/

September, small corrosion rates for the steam generators. We indicated that because of the differences in inspection techniques between the April and August/September inspections there is a large uncertainty in the calcu lated corrosion rates.

Therefore, because of this and the current condition of the steam generators, we requested that CP&L, prior to full power operation of Robinson, provide the following:

1.

During the upcoming cycle, CP&L should commit to conduct a steam generator eddy current inspection prior to exceeding six effective full power months of operation. The inspection should utilize the same techni ques as employed during the August/September inspection. At least 45 days prior to the inspection, CP&L should submit to the staff for review, a report providing the scope and inspection techniques.

2. The current Tech Spec limits for total leakage (0.35 gpm) was acceptable provided CP&L recommends acceptable limits for ramp and step changes in leakage rates which if exceeded, the plant would be shut down and the steam generator inspected. Scope and -inspection techniques should be provided to the NRC for review at that time.
3. CP&L should provide a report on the steam generator chemistry control, improvements to date and planned future improvements. This could be submitted after the plant has reached full power operation.
4. A member of the NRC staff and/or consultant representing the staff should be allowed to witness any future inspections of the steam generator.
