UNITED STATES NUCLEAR REGULATORY COMMISSION 00 z

WASHINGTON, D. C. 20555 May 7, 1980 Docket No. 50-261 LICENSEE: Carolina Power and Light Company (CP&L)

FACILITY: H. B. Robinson Steam Electric Plant, Unit No. 2

SUBJECT:

SUMMARY

OF MEETING HELD ON APRIL 30, 1980 TO DISCUSS AUXILIARY FEEDWATER SYSTEM REQUIREMENTS The subject meeting was held at CP&L's request to discuss NRC letter dated March 31, 1980 which gave the NRC position on several aspects of the Auxiliary Feedwater System.

A list of attendees is attached.

CP&L's purpose of the meeting was to obtain general information and clarification of NRC positions stated in the March 31, 1980 letter so that commitments can be made in a May response to the NRC letter.

On Recommendation GS-1, we informed CP&L that the NRC position on the operability of three AFW pumps is firm and that 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
was the outage time permitted for an inoperable pump.

On Recommendation GS-2 (and GL-2), we plan to provide additional information to CP&L on the need for position indication on the condensate storage tank discharge valve. The need for position indication was questioned since the AFW pumps have low pressure alarms and trips.

On Recommendation GS-5, CP&L wants to take credit for the dedicated power supply for the auxiliary shutdown system as adequate backup for providing power in the event of loss of all AC power (offsite and emergency).

We agree with this provided procedures specify the action of the operators for this event.

For Recommendation GS-6, the NRC position is firm on having a second operator verify valve alignment after the AFW system flow train has been out of service to perform periodic testing or maintenance.

For Recommendation GL-2, CP&L requested that Regulatory Guide 1.97 requirements and implementation date be allowed.

We agree with the implementation date of Regulatory Guide 1.97 but expect CP&L to meet the requirements of GL-2.
