SUBJECT:
SAFETY EVALUATION REPORT - H.B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2 - EVALUATION OF SAFETY INJECTION SYSTEM ACTUATION TECHNICAL SPECIFICATION CHANGE REQUEST (TAC 11683)
The Plant Systems-Branch has reviewed Carolina Power and Light Company's submittal of May 18, 1979 in which the licensee requested an amendment to Facility Operating-License DPR-23 to incorporate changes to the Technical Specifications (T.S.) for the H.B. Robinson Plant, Unit 2.
The T.S. changes are the results of a modification proposed in response to the directions of IE Bulletin No.79-06A dated April 14, 1979.
The amendment proposed changes to the T.S. which relate to modificttions to the Safety Injection (SI) actuation system logic. The modifications requested are that the SI signal be developed by a two-of-three low pressurizer pressure input instead of a one-of-three low pressurizer pressure input.
Based on our review, we conclude that the modifications to the SI actuation
-system logic satisfy the requirements of IEEE 279-1971 and -that the associa ted T.S. are correct; and therefore, are acceptable. The bases for our determinations are described in the attached safety evaluation.
