/P~k REu4,0 UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555 July 12, 1991 Docket No. 50-261 LICENSEE:
CAROLINA POWER & LIGHT COMPANY FACILITY: H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2
SUBJECT:
TELEPHONE REQUEST FOR INFORMATION RE:
ECCS EVALUATION FOR LONG-TERM COOLING AND SWITCH OVER TO RECIRCULATION, H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2 (TAC NO. 80617)
On June 25, 1991, the SRXB staff (Bob Jones and P. Huang) along with Gus Lainas and Ronnie Lo held the subject telephone conference with Carolina Power & Light Company (CP&L) representatives (Bob Prunty, Jan Kozyra, et al).
At the conclusion of the conversation, CP&L committed to provide responses to the following questions related to loss-of-coolant accidents (LOCA) within two weeks (by July 9, 1991).
Large-break LOCA (1) The basis for the 90% exit quality factor (or the 10% entrainment assumption) after core uncovery is predicted.
(2) The basis (sensitivity results) for the hot-rod and core average axial power shapes, (3) The basis for the inventory balance for the 600 - 1200 second time interval when the water level in the vessel is calculated to be increasing.
Small-break LOCA (1) The basis for the 10 minute time allowance without ECCS injection.
In particular, justify the information (provided on June 24, 1991) which assumes a full Vessel inventory just prior to the switch over to recirculation.

-2 The small-break LOCA questions were first asked of CP&L on June 10, 1991.
SubseAment to the subject telephone conference, CP&L (Jan Kozyra, et al.)
called Ronnie Lo to request an extension of their response time to July 15, 1991.
CP&L made the request based on a delay in support from Westinghouse.
