H. B. ROBINSON UNIT 2 - NEGOTIATIONS WITH THE LICENSEE ON NUREG 0737 ITEMS Per direction provided in your July 12 and June 1, 1983 memoranda, I have documented the reasons for accepting the late implementation dates for the following items.

EJerencyOperating Procedures - J. Lyons, Lead PM Guidance provides that "without further negotiation, Procedure Generation Submittal dates through December 31, 1984 are acceptable."

WOG pr mised 10 &L Rev. 1 guidelines in August '83 (April 15 CP&L Letter). Consequently CP&L did not provide a procedure package to Rev. 0 NRC approval guidelines because they could have provided a package to Reve 1 by December 1983. Recently, however, WOG informed CP&L that guidelines would be delayed to December '83 due to complications. HBR-2 will be refueling at this time, -operate for a few months then shut down for a 9 month outage in June for steam generator replacement.,

It does hot seem reasonable for CP&L to produce a procedure generation package to Rev. 0 guidelines for only a few months operation when Rev. I would be, available by the end of the S/G outage. Rev. 1 guidelines would be submitted for approval about March '89.

I have discussed the procedure generation package delay with Brent Clayton in light of the HBR-2 extended outage and he agreed that the proposed date of two months after receipt of ihformation from owners group (about March '84) is acceptable.
