OF MEETING HELD ON JULY 28, 1981 WI1TH CAROLINA POWER AND COMPANY (CP&L)

The meeting was held with CP&L in Bethesda at its request '!6 discuss the exemp tion to Appendix R to 10 CFR 50 regarding-penetration seals. A~discussion was also held on at~ exemption regarding an oil collection system in-the reactor coolantT pump bays.

CP&L requested several exemptions to Appendix R on March 11, 1981, one ofwhich would require that the difference between the temperature level for the unexpos ed side of the cable penetration seals and the cable insulation ignition temper ature for PVC be greater than that Whlch'wasreodd uin qaifctnts ing. 4i CP&L wlllnnow provide the following information regarding the penetration seals to demonstrate that a three hour barrier is not needed:

1. Identify thenareas in the plant that have the penetration seals in question.d
2. Identification of the fire loadings for each zone which have the seals in question.
3. Duration of postulated fires.
4. Distribution of combustibles if the duration of the postulated fire is greater than 30 minutes.
