SUMMARY

OF MEETING HELD ON FEBRUARY 23, 1981, WITH CAROLINA POWER & LIGHT COMPANY The subject meeting was held at CP&L's request to discuss criteria for providing an alert and notification system for Robinson and Brunswick.

Since this meeting was part of the agenda for an NRC/FEMA meeting, it provided the NRC/FEMA an opportunity to see a utility approach to meeting 10 CFR,50,- Appendix E.

A list of attendees is attached.

CP&L's presentation (attached) indicated that CP&L intends to conform to the requirements of the new rule but wanted clarification of the require ments pertaining to siren systems.

NUREG-0654/FEMA-REP-1, Rev. 1, identifies that an attentuation factor of lOUB loss per doubling distance be used to determine siren range and references the FEMA publication,,"Outdoor Warning System Guide", CPG-1-17 as containing the design criteria for siren systems.

CP&L contends that 7.5dB attentuation per doubling distance is adequate and by using 7.5dB, a significant cost savings could be realized.

FEMA stated that this approach would require some consideration on its part but the final proof of the system would be a test of the system in place (i.e., a survey of the population to determine if the signals can be heard).

THE REQUIREMENTS CAN ONLY BE SATISFIED BY INSTALLED EQUIPMENT WHICH CAN BE ACTIVATED WITHIN MINUTES.

  • AMBIENT BACKGROUND IS DEFINED AS WEEKDAY DAYTIME AVERAGE AS MEASURED BY SOUND SURVEY OR HANDBOOK VALUES
  • FOR POPULATION DENSITY OF BELOW 2000 PEOPLE PER SQUARE MILE 50 dB(A) IS A CONSERVATIVE ESTIMATE OF BACKGROUND AMBIENT SOUND LEVEL e

SOUND LEVEL, LESS THAN 123 dB(A) AT ALL LOCATIONS BELOW 8 FT. ELEVATION

THE 10dB DISSONANT DIFFERENTIAL IS A CONSERVATIVE USE OF THE 9dB DIFFERENTIAL WHICH IS DISCUSSED IN FEMA DOCUMENT CPG-1-17. RESEARCH HAS SHOWN THAT A PERSON IS CAPABLE OF BEING ALERTED BY SUCH A DIFFERENTIAL ABOVE OR BEL THE BACKGROUND AMBIENT IN THE CASE OF A PREDOMINANTLY NARROW BAND 300 TO 800 HZ EMITTED BY LARGE SIRENS. THE ACHIEVEMENT OF POSITIVE DIFFERENTIAL OF 10dB HAS BEEN A BASIC OBJECTIVE (ALTHOUGH NOT ALWAYS ATTAINED) OF A WIDE RANGE CIVIL DEFENSE SYSTEM.

BACKGROUND dB SHOULD. BE DETERMINED IN A BAND ABOUT THE SIREN SIGNAL FREQUENCY.

INCLUSION OF BACKGROUND NOISE ENERGY FROM OUTSIDE THIS BAND COULD BE MIS LEADING.

THE 10dB DIFFERENTIAL ABOVE DAYTIME AMBIENT IS MEANT TO PROVIDE A DISTINGUISHABLE SIGNAL INSIDE OF AVERAGE RESIDENTIAL CONSTRUCTION UNDER AVERAGE CONDITIONS.

50dB(A) IS A CONSERVATIVE ESTIMATE OF THE AVERAGE DAYTIME AMBIENT IN AREAS WITH POPU LATION BELOW 2000 PERSONS/SQUARE MILE.

FOR ORGANIZATIONS PROPOSING SYSTEMS WITHOUT FIELD SURVEYS, THE FOLLOWING REQUIREMENTS APPLY:

THAT FIGURE 1 OF CPG-1-17, "OUTDOOR WARNING SYSTEMS GUIDE" PUBLISHED BY FEMA, BE USED AS THE DESIGN CRITERION FOR SIREN SYSTEMS IN AREAS WITH POPU LATION DENSITIES ABOVE 2000 PERSONS/MI FOR AREAS WITH POPULATION DENSITIES BELOW 2000 PERSONS/MI THE SIREN SYSTEM MUST BE DESIGNED TO PRODUCE A MINI MUM OF 60dB(C).

AN ATTENTUATION FACTOR OF 10dB LOSS PER DISTANCE DOUBLED SHOULD BE USED TO DETERMINE SIREN RANGE IN THE ABSENCE OF SPECIAL GEOGRAPHICAL FEATURES.
