SEISMIC QUALIFICATIONS OF RG 1.97 EQUIPMENT Re:
H. B. Robinson Steam Electric Plant, Unit 2, and Brunswick Steam Electric Plant, Units 1 and 2 By letter dated June 27, 1986, you requested our concurrence in the modification of a previous commitment relative to the seismic qualification of new equipment to be installed at H. B. Robinson and Brunswick to meet the guidance of Regulatory Guide (RG) 1.97. Your original commitment to qualify this new equipment in accordance with the criteria of IEEE Standard 344 was provided by letters dated December 31, 1984 for H. B. Robinson and February 1, 1984 for Brunswick. In your June 27, 1986 letter, you requested our concurrence.to modify the commitment and use the seismic qualification criteria being developed under the scope of Unresolved Safety Issue (USI)
A-46. Seismic qualification of the new RG 1.97 equipment using the USI A-46 methodology would be done in parallel with the qualification of equipment covered by USI A-46. This would require an extension to the current schedule to which you are committed for the installation of RG 1.97 equipment.
Because the resolution of USI A-46 has not yet been implemented on a generic basis, we cannot concur in the use of the USI A-46 seismic qualification criteria on a plant specific bases.
Until all evaluations are completed such a determination would be premature. At such time that the USI A-46 requirement is implemented, you may request approval to use the USI A-46 seismic criteria for new RG 1.97 equipment which are within the scope of the USI A-46 data base.
If this action necessitates a delay in the RG 1.97 equipment qualification schedule beyond the current commitment date, a request for approval for the delay should be submitted in accordance with the terms of the related Order for H. B. Robinson and the Integrated Schedule Plan for Brunswick 1 and 2.
