REVIEW OF THE RESULTS OF THE CABLE AMPACITY STUDY FROM H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. M86105)

The electrical safety system functional inspection (SSFI) was performed at H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR2) in 1987. The SSFI team report identified a lack of documentation and engineering analyses to demonstrate that the power cables have adequate ampacity ratings to carry

.sufficient loads to perform their intended safety function. As a result of the SSFI, Carolina Power & Light Company (CP&L or the licensee) conducted a cable ampacity study as a part of the electrical design basis reconstitution (DBR) effort. By letter dated October 31, 1988, the NRC requested that CP&L provide the results of their study to the staff when completed. By letter dated March 17, 1993, the licensee submitted the results of the cable ampacity study which demonstrates that power cables in the reactor auxiliary building and containment building (areas containing safety-related cables) have adequate ampacity ratings.

The NRC staff has reviewed the submittal and noted that the CP&L study identified 608 power cables requiring evaluation and that the licensee concluded all the cables in the reactor auxiliary and the containment buildings have adequate ampacity ratings to carry their required loads. This conclusion is based on the application of the design basis standard that was in place at the time of plant construction, Insulated Power Cable Engineers Association (IPCEA) Standard P-46-426 and P-54-440.

Based on our review of the licensee's submittal, we concur with the licensee's conclusion that power cables in the reactor auxiliary and containment buildings have adequate ampacity ratings to carry sufficient loads to perform their intended safety function. cable ampacity ratings has been resolved. We also understand that the study will be modified and documented as a part of the electrical DBR effort when future plant modifications are made.
