RESPONSE TO SUPPLEMENT NO. I TO GENERIC LETTER (GL) 87-02 THAT TRANSMITS SUPPLEMENTAL SAFETY EVALUATION REPORT NO. 2 (SSER No. 2)

ON SQUG GENERIC IMPLEMENTATION PROCEDURE, REVISION 2, AS CORRECTED ON FEBRUARY 14, 1992 (GIP-2) (MPA B-105) BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 AND H. B. ROBINSON STEAM ELECTRIC PLANT (TAC NOS. M69433, M69434 AND M69478)

On May 22, 1992, the NRC issued Supplement No. 1 to Generic Letter (GL) 87-02, that transmitted our Supplemental Safety Evaluation Report (SSER) No. 2. This SSER addressed the Seismic Qualification Utility Group (SQUG) Generic Implementation Procedure, Revision 2 (GIP-2), dated February 14, 1992, that had been provided for resolution of Unresolved Safety Issue (USI) A-46.

In a letter dated September 19, 1992, you submitted your response to the NRC on GL 87-02, Supplement No. 1. In letters dated November 19 and 23, 1992, the NRC issued evaluations of your response for the H. B. Robinson and Brunswick Steam Electric Plants, respectively. In preparing these evaluations, the NRC had interpreted your response as a commitment to use the entire GIP-2, including both the SQUG commitments and implementation guidance, as supplemented by SSER No. 2.

In a telephone conversation between members of your staff and the NRC on March 29, 1993, your staff confirmed that the NRC interpretation described in letters dated November 19 and 23, 1992, was correct with regard to use of the entire GIP-2, including both the SQUG commitments and implementation guidance, NRC FL CENTER COPYD 9305210302 930506 PDR ADOCK 05000324 P__
