H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 - REVIEW OF THE EMERGENCY DIESEL GENERATOR LOAD STUDY RESULTS (TAC NO. M84940)

The electrical Safety System Functional Inspection (SSFI) was performed at H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR), in 1987. The SSFI team report identified a lack of documentation and engineering analyses to support the position that the emergency diesel generators (EDGs) have sufficient capacity and capability to perform their intended function. The staff has learned the Carolina Power & Light Company (CP&L) was reassessing EDG adequacy as a part of the electrical design basis reconstitution (DBR) effort. NRC, by letter dated October 31, 1988, requested that CP&L provide the results of their study to the staff when it was completed.

By letter dated June 29, 1992, the licensee submitted a summary of the results of the EDG static and dynamic analyses (Calculation RNP-8.016) which demonstrates that adequate EDG capacity is available for supplying the emergency loads under the worst case condition and that adequate bus and equipment voltages are maintained during motor starting transients.

The NRC has reviewed the submittal and finds that each EDG's maximum loading is within its continuous and short time ratings. Further, all bus transient voltages are maintained at or above minimum allowed values to ensure that running motors do not stall and energized contactors do not drop out, and that all of the motors on the safety buses receive sufficient voltage to accelerate their driven loads.

Based on our review of the licensee's submittal, we concur with the licensee that the EDGs have sufficient capacity and capability to perform their intended function. Therefore, we conclude that the concern about HBR's lack 9304008 93040;i 500 oo, NC FILE CENTER CP F

-2 of documentation and analyses has been resolved. We also understand that those analyses will be modified and documented as a part of the electrical DBR effort when future plant modifications are made.
