GENERIC LETTER 91-11, "RESOLUTION OF GENERIC ISSUE 48, 'LCO'S FOR CLASS IE VITAL INSTRUMENT BUSES,' AND 49, 'INTERLOCKS AND LCO'S FOR CLASS 1E TIE BREAKERS,' PURSUANT TO 10 CFR 50.54(f)" FOR H. B.
ROBINSON STEAM ELECTRIC PLANT, UNIT 2 (TAC NO. M82459)
On July 18, 1991, the NRC issued Generic Letter (GL) 91-11 which contained the staff resolution of Generic Issues 48 and 49. The GL required that licensees certify that procedures exist that contain time limitations and surveillance requirements for vital instrument buses (VIB), inverters or other onsite power sources for VIB, and tie breakers. If procedures do not exist, a justification demonstrating the reasons why the controls are not needed is required.
By letter dated January 31, 1992, you responded to the GL. Your response stated that H. B. Robinson Steam Electric Plant, Unit No. 2, has in place the appropriate administrative controls, procedures and/or mechanical devices that satisfy the concern in GL 91-11, with three exceptions. You stated that the exceptions deal with revisions to procedures that you agree are necessary and for which schedular commitments are provided.
The NRC staff has reviewed your response to GL 91-11 and agrees that the intent has been met, as noted in the enclosed Safety Evaluation. This completes the staff's activities on TAC No. M82459.
