FEMA OFFSITE EXERCISE REPORT FOR H. B. ROBINSON NUCLEAR POWER STATION Please find enclosed a copy of the Federal Emergency Management Agency's (FEMA) Report for the offsite portion of the H. B.

Robinson Nuclear Power Station Exercise conducted on November 20, 1991.

As described in the enclosure, there were no deficiencies identi fied during this exercise. However, eight Areas Requiring Corrective Action (ARCAs) were identified. These ARCAs involved training of radiological monitors in Darlington, Lee, and Flor ence Counties, improving overall shelter planning and operations in Lee County, information and warning signs in Darlington County, not having TLDs or film badges in emergency decontamina tion worker kits in Chesterfield County, vehicle decontamination procedures in Chesterfield County, and providing for the review of EBS messages at the Forward Emergency Operations Center.

We encourage you to assist the appropriate organizations in resolving the corrective actions and improvement items identified by FEMA. Resolution of these items should be completed prior to the next full-scale emergency preparedness exercise.

We also encourage you to work closely with the State and counties in the development of a scenario of the next full-scale exercise that will effectively test the areas in which the above items were disclosed.
