EMERGENCY RESPONSE DATA SYSTEM - H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2, BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2, AND SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 The U.S. Nuclear Regulatory Commission (NRC) has reviewed the Emergency Response Data System (ERDS) implementation plans for the H. B. Robinson Steam Electric Plant, Unit No. 2, Brunswick Steam Electric Plant, Units 1 and 2, and the Shearon Harris Nuclear Power Plant, Unit 1, which you submitted in a letter dated October 28, 1991.
Based upon this review, the NRC has found that your implementation plan provides the basis for an acceptable implementation of ERDS at your facilities. One area of concern was noted in the review of all three implementation plans. In Paragraph I.1 of all three plans you indicated that your ERDS parameters would include all of the required ERDS parameters "...
to the extent that the points currently exist on ERFIS..." 10 CFR Part 50, Appendix E, Section VI.2.a requires that all ERDS parameters which are resident in your plant computer systems be transmitted to ERDS.
Therefore, although there is no requirement to add additional points to your computers to support ERDS, if at a future date additional ERDS parameters are added to your system, they would be required to be transmitted to ERDS.
Be advised that the testing phase of ERDS implementation involves all licensees testing with the NRC contractor, Halliburton NUS Environmental Corporation. Since the contractor does not have unlimited resources for testing multiple ERDS links simultaneously, close coordination with the Halliburton NUS personnel in scheduling your ERDS testing will be a key element in the successful completion of ERDS implementation.
