EMERGENCY TELECOMMUNICATIONS SYSTEMS SITE SURVEY AT H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2 The U. S. Nuclear Regulatory Commission (NRC) is currently evaluating an upgrade of the Emergency Telecommunications System (ETS) utilized by all NRC-licensed nuclear power plants, the five NRC Incident Response Centers, the NRC Operations Center, and the NRC Technical Training Center. As part of this evaluation, the NRC has contracted with I-NET, Incorporated (I-NET) to perform a site survey at your location. The survey will consist primarily of discussions between the I-NET survey team and your telecommunications and emergency preparedness representatives regarding the site's communications capabilities and the feasibility of upgrading your ETS. Additionally, the I-NET survey team would like to visit the site communications room(s), control room, technical support center, NRC resident inspector's office and, if appropriate, the emergency operations facility. The I-NET survey team will require, approximately, three to four hours onsite.

Ms. Annette Sourmany, a representative from I-NET, will be contacting your emergency preparedness coordinator to schedule the visit at a mutually agreed upon date and time during the month of October 1991 time frame. Ms. Sourmany can be contacted at the following address:
