ELECTRICAL DISTRIBUTION SYSTEM FUNCTIONAL INSPECTION - H. B. ROBINSON STEAM ELECTRIC PLANT UNIT 2 This letter confirms the dates of September 23-27, October 7-11, and October 21-25,
- 1991, for the Electrical Distribution System Functional Inspection (EDSFI) at your H. B. Robinson nuclear plant.
These dates were established during a telephone conversation between Mr. Charlie Dietz of the Carolina Power and Light Company staff and Mr. David Verrelli of this office on June 28, 1991.
It is requested that the management entrance meeting be scheduled for 1:00 p.m.,
September 23,
- 1991, and the exit meeting be scheduled for 10:00 a.m., October 25, 1991.
It is also requested that a presentation be provided for the team to address the following areas of interest:
- 1. An overview of the various organizational units involved in the design, technical support, operation and maintenance of the Electrical Distribution System (EDS).
- 2. EDS arrangements, especially any features that may be considered unique to Robinson.
- 3.
Specific regulatory commitments (or exemptions) if they are unique in nature.
- 4. In-house self-assessment programs and identification of findings.
- 5. An overview of programs/procedures for control of load growth, setpoint control, and modifications to the EDS.
- 6. A summary of past (last three years) and planned major modifications to the EDS.

Overview and status of any design basis reconstitution program or calculation update program for Robinson's EDS.
- 8.
An overview of the documentation you have provided in the work area to support the inspection as requested herein.
The objective of this inspection is to assess the capacity and capability of the EDS to perform its intended functions during all plant operating and accident conditions. It is requested that the following documentation and/or records be made available at the designated work area:
- 1.
As-built electrical drawings for all AC and DC voltage levels (one line diagrams preferred)
- 2. Calculations/analyses supporting plant electrical system design
- a. Basis for setting of voltage relays and their control logic
- d.
Coordination of overcurrent protection (circuit breakers, relays, fuses) AC and DC
- f.
Electrical design computer program users manual and their validation process
- g. Index of electrical calculations if available
- a.
Loading tests or documents that evaluate how the EDG accepts the loading
- b.
Support systems (fuel, starting air, and room ventilation) design bases and calculations
- c. EDG relay protection scheme
- 4. Electrical modification packages
- a. Plant procedures for the control of modification
- b.
List of modifications made to EDS last three years, i.e. title and brief description
- 5. Station batteries, load profiles and sizing calculations
- 6. EDS Testing, and Calibrations
- a. Copies of the last completed EDG TS surveillances
- b. Degraded voltage and loss of voltage relay calibration procedures and copies of the last two completed calibration procedures

- 7. Other related documentation/procedures applicable to your plant
- b. One copy of Technical Specifications for each unit Sufficient licensee personnel, knowledgeable in the above areas, should be available to support the inspection effort.
