INSERVICE TESTING PROGRAM AND RELIEF REQUEST FOR PUMPS AND VALVES H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. 61993)
By letter dated April 15, 1988, you submitted the second ten-year interval inservice testing (IST) program and associated relief requests for H. B.
Robinson Steam Electric Plant, Unit No. 2 (HBR-2), covering the interval from March 7, 1981, to February 19, 1992. The staff has reviewed the IST program and the requests for relief with technical assistance from EG&G Idaho Inc.
(EG&G).
The staff adopts the evaluation and conclusions contained in the enclosed Technical Evaluation (TER) prepared by EG&G. The staff's Safety Evaluation (SE) which summarizes the conclusions of the TER is also enclosed. Table 1 of the SE contains the staff's disposition of the relief requests. As indicated in TER section 3.1.1.1, the relief request related to the containment isolation valves leak testing, relief request 5.3.1, is still under staff review. You will be informed of the conclusion of the review when it is available.
For the relief requests other than relief request 5.3.1 discussed above, the staff has determined that granting the relief, pursuant to 10 CFR 50.55a(a)(3)(i),
(a)(3)(ii) and (g)(6)(i), is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest. In making this determination, the staff has considered the alterna tive testing being implemented, compliance resulting in a hardship without a compensating increase in safety, and the impracticality of performing the required testing considering the burden if the applicable ASME Boiler and Pressure Vessel Code requirements were imposed. The last column of Table 1 of the enclosed SE identifies the regulation under which the requested relief is granted. This letter grants the relief.
You are required to implement the IST program as submitted with the disposition of the relief requests as discussed in the SE. Program changes such as additional relief requests or changes to relief requests should be submitted for staff review and should not be implemented prior to review and 9T07190192 9i709 PDR ADOCK 05000261 P

Mr. Eury July 9, 1991 approval by the NRC. New or revised relief requests meeting the positions in Generic Letter 89-04, Enclosure 1, should be submitted to the NRC staff but can be implemented provided the guidance in Generic Letter 89-04, Section D, is followed.
