RELIEF FROM ASME CODE, SECTION XI, SERVICE WATER SYSTEM REPAIR H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2, (TAC NO. 79435)
By letter dated January 16, 1991, you requested relief from the requirements of American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code pursuant to 10 CFR 50.55a(g)(6)(i). Relief was requested to perform a temporary non-code repair on the service water (SW) system piping welds related to the Containment Fan Cooler HVH-4 and welds at the SW containment penetrations of the H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR2). The repair is necessary to correct indications of microbiologically induced corrosion (MIC).
The temporary non-code repair consists of installation of welded stainless steel sleeves over the susceptible welds that have MIC indications. This repair complies with the ASME Code,Section XI, repair requirements with the single exception of not removing the existing flaws. A permanent repair of the SWS/HVH-4 piping welds in compliance with the ASME Code will be performed during the next Refueling Outage (Refueling Outage 14 in 1992). A plan and schedule for permanent repair of the containment penetrations will be provided to the Nuclear Regulatory Commission by September 30, 1991.
In accordance with the requirements of 10 CFR 50.55a, the staff has performed a review of your request. The staff concludes that the performance of a temporary non-code repair as you proposed is acceptable and the relief from the ASME Code requirements you requested is granted pursuant to 10 CFR 50.55a(a)(3)(i), until the completion of the Refueling Outage 14 scheduled for 1992. The staff's Safety Evaluation on this request is enclosed.
