UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO THE CYCLE 14 RELOAD CAROLINA POWER & LIGHT COMPANY H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET NO. 50-261 By letter dated February 6, 1990, Carolina Power & Light Company submitted background information and requested NRC approval of changes to the Bases of the H. B. Robinson Steam Electric Plant, Unit No. 2, Technical Specifications in support of Cycle 14 operation. In addition, the licensee submitted ANF-89-164(P), "Mechanical Licensing Report for H. B. Robinson High Thermal Performance Fuel Assemblies." This report references an assembly average burnup limit of 52.5 GWd/MTU for the High Thermal Performance (HTP) fuel assemblies in Cycle 14 compared to the currently approved limit of 44 GWd/MTU.
Although the higher burnup limit has not yet been approved, however, the assembly average burnup for the HTP fuel assemblies at end-of-cycle 14 is not expected to exceed 16.8 GWd/MTU, well below the currently approved limit. The staff also requested additional information relating to possible fuel damage due to seismic forces for a mixed core of HTP and ANF bi-metallic spacer fuel assemblies. As a result, the licensee stated that the introduction of the HTP all Zircaloy spacers will not adversely affect the previously evaluated spacer damage margin of the existing bi-metallic spacer assemblies, because increased interassembly clearances result in reduced spacer forces. The staff, therefore, concludes that the use of the HTP fuel assemblies in Cycle 14 is acceptable.
The submittal also referenced two additional topical reports, ANF-88-054(P),
"PDC-3: ANF Power Distribution Control for PWRs and Application of PDC-3 to H.
B. Robinson Unit 2," and ANF-1224(P), "Departure from Nucleate Boiling Correlation for High Thermal Performance Fuel." These reports have been reviewed and approved by the staff in separate licensing actions. The licensee intends to submit another license amendment request prior to the start of Cycle 14 operation to implement the guidance of Generic Letter 88-16 and incorporate a Core Operating Limits Report (COLR) into the Technical Specifications. This will be handled by the staff in a separate licensing action. The staff concurs with the requested changes to the Technical Specification Bases which support the restart for Cycle 14.
