Confirmation of Action This refers to a telephone conversation on October 29, 1982, between Mr. B. J. Furr, Vice President of Nuclear Operations, of your staff and Mr. R. C. Lewis of this office concerning our evaluation of the emergency exercise of October 14, 1982, at the H. B. Robinson facility. Our findings were also discussed on October 15, 1982, by Mr. W. E. Cline of this office with Mr. H. Banks, Manager of Corporate Quality Assurance, and Mr. R. B. Starkey, General Plant Manager.
With regard to matters discussed, it is our understanding that you have under taken or will undertake the following actions to resolve an apparent deficiency in your emergency preparedness program:
- 1. Revise plant procedure PEP-2.1 entitled Initial Emergency Actions to facilitate prompt review and classification of an accident condition. The revised procedure should be organized such that the user can quickly find the Emergency Action Level (EAL) of interest and make the appropriate classification based on the EAL.
- 2. Conduct a training program for control room operators and key members of the Technical Support Center staff on use of the revised procedure, PEP-2.1.
- 3. It is our understanding that these actions are scheduled for completion by February 1, 1983. Submit a written report to the Regional Administrator, NRC Region II, by that date describing actions taken in the above areas and, for those actions not complete, providing the planned completion schedule.
During a review of the Brunswick Steam Electric Plant (BSEP) emergency proce dures, it was noted that BSEP PEP-2.1 was similar to H. B. Robinson procedure PEP-2.1. Therefore, corrective action taken on this matter with regard to the Robinson facility should also be applied to the Brunswick facility.
