FEB 25 1980C APPENDIX A NOTICE OF VIOLATION Carolina Power and Light Company License No. DPR-23 H. B. Robinson 2 Based on the NRC inspection February 4-7, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Technical Specification 6.8.1, written procedures shall be established, implemented and maintained that meet or exceed the requirements and recommendations of Section 5.1 and 5.3 of ANSI N18.7-1972 and Appendix A of USNRC Regulatory Guide 1.33 dated November 3, 1972. Regulatory Guide 1.33 states in part that chemical and radiochemical control procedures should be written to prescribe the nature and frequency of sampling and analyses and that these procedures should specify laboratory instructions and calibration of laboratory equipment.
Contrary to the above, on February 5, 1980:
- a.
there were no approved written procedures for operation of the Ge(Li) gamma ray spectroscopy system.
- b.
approved written procedures were not used for radiochemical analysis of samples for monitoring effluent releases.
This is an Infraction.
