ST. LUCIE PLANT, UNITS 1 AND 2-REQUEST FOR ADDITIONAL INFORMATION ON LICENSE AMENDMENT REQUEST TO ADOPT NATIONAL FIRE PROTECTION ASSOCIATION STANDARD 805, PERFORMANCE-BASED STANDARD FOR FIRE PROTECTION (TAC NOS. MF1373 AND MF1374)
Dear Mr. Nazar:
By letter dated March 22, 2013, as supplemented by letters dated June 14, 2013, and February 24, March 25, and April25, 2014, Florida Power & Light Company (the licensee) submitted a license amendment request for the St. Lucie Plant, Unit Nos. 1 and 2 (St. Lucie).
The proposed amendment requested approval to transition the fire protection licensing basis from Title 10 of the Code of Federal Regulations (10 CFR), Section 50.48(b) to 10 CFR 50.48(c), National Fire Protection Association Standard 805, "Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants."
The U.S. Nuclear Regulatory Commission (NRC) staff reviewed the information provided by the licensee and participated in an audit at St. Lucie the week of November 18, 2013. By correspondence dated June 7 and December 26, 2013, the NRC staff requested additional information. By letters dated June 14, 2013, and February 24, March 25, and April 25, 2014, the licensee responded to those requests.
The NRC staff determined that it needs additional information to complete the review. The enclosure to this letter contains the NRC staff's request for additional information (RAI). By an electronic mail dated July 8, 2014, Mr. Richard Sciscente of your staff agreed to respond to the RAI by August 29, 2014.

REQUEST FOR ADDITIONAL INFORMATION LICENSE AMENDMENT REQUEST TO ADOPT NATIONAL FIRE PROTECTION ASSOCIATION STANDARD 805 PERFORMANCE-BASED STANDARD FOR FIRE PROTECTION FOR LIGHT-WATER REACTOR ELECTRIC GENERATING PLANTS FLORIDA POWER & LIGHT COMPANY ST. LUCIE PLANT UNITS 1 AND 2 DOCKET NOS. 50-335 AND 50-389 Fire Modeling (FM) RAI 01.o.01 By letter dated April 25, 2014 (Agencywide Documents Access and Management System Accession No. ML14135A396), the licensee responded to Fire Modeling Request for Additional Information No. RAI-01.(o) and stated that, in Fire Zone 2-34 {2B switchgear room), Modification 2C-R01 is being implemented to mitigate the possibility of Hot Gas Layer (HGL) formation. The modification will pin open two fire dampers (66" x 30" that are located just below the ceiling).
Also, in Fire Zone 1-56 (1B switchgear room), Modification 1C-MR-06 is being implemented to mitigate the possibility of HGL formation by ensuring that the motor operated damper will be open in case of a fire or the loss of power.
In the RAI response, the licensee's conclusions were based on a qualitative assessment that these modifications will ensure that there will be open vents at or near the ceiling in the event of a fire (or power failure) to remove the hot gases from the 1 Band 28 switchgear rooms. No analysis was presented to confirm that these vents (size and location) are adequate to prevent HGL development in the 18 and 28 switchgear rooms.
Provide an evaluation that demonstrates that the vent configurations (i.e., size, location, etc.),
as modified by the proposed modifications, are adequate to prevent HGL development in the 1 8 and 28 switchgear rooms. Also address the impact and consequences of fire and smoke spread to other fire zones through the now-open vents, including any engineering evaluations, fire risk evaluations, and licensing actions (i.e., previously approved deviations or exemptions).
