EVALUATION OF RELIEF REQUESTS IWE/IWL-1 THROUGH IWE/IWL-9:
IMPLEMENTATION OF SUBSECTIONS IWE AND IWL OF ASME SECTION XI FOR CONTAINMENT INSPECTION FOR CAROLINA POWER AND LIGHT COMPANY'S H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (HBRSEP2) (TAC NO. MA4637).
Dear Mr. Young:
By letter dated January 20, 1999, as supplemented by letter dated June 25, 1999, Carolina Power & Light (CP&L) Company submitted requests for relief from certain requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, Section X1, involving containment inspections at HBRSEP2. The specific relief requested pertained to alternative examination requirements that visual examination be performed on those portions of the insulated containment liner that are exposed when a maintenance activity requires removal of the liner. The disposition of these nine reliefs are listed in the Table attached to the Enclosure that identifies the Code requirements, issues and the relief authorized pursuant section (a)(3)(i) or (ii).
Based on the information provided in the relief requests (Relief Requests (RR) IWE/IWL-01 through IWE/IWL-09, see attached table), the staff concluded that for RRs IWE/IWL-01, 02, 03, 06, 08 and 09, your proposed alternatives will provide an acceptable level of quality and safety.
Therefore, the proposed alternatives are authorized pursuant to 10 CFR 50.55a(a)(3)(i). For RRs IWE/IWL-04, 05 and 07, the staff concluded that compliance with the Code requirements would result in a hardship without a compensating increase in the level of quality and safety, and your proposed alternatives will provide reasonable assurance of containment pressure integrity.
Therefore, these proposed alternatives are authorized pursuant to 10 CFR 50.55a(a)(3)(ii).
