REQUEST FOR ADDITIONAL INFORMATION ON GENERIC LETTER (GL) 95-07, "PRESSURE LOCKING AND THERMAL BINDING OF SAFETY RELATED POWER-OPERATED GATE VALVES" - H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. M93512)

Dear Mr. Young:

On August 17, 1995, the U.S. Nuclear Regulatory Commission (NRC) issued NRC GL 95-07 on "Pressure Locking and Thermal binding of Safety-Related Power-Operated Gate valves," to all holders of operating licenses. This GL was to ensure that safety-related power-operated gate valves that are susceptible to pressure locking or thermal binding are capable of performing the safety function within the current licensing basis of the facility. Please also recall the conference call that the staff had with your staff on September 30, 1998, when a mutually agreeable date of November 20, 1998, was established for you to provide the NRC with the disposition of the three valves on the Main Steam System (MS-V1-8 A, B &C) (Reference Attachment II of your submittal dated April 3, 1998) that were unresolved at that time. During the conference call, you indicated that you planned to drill holes on the valve disc to equalize pressure during the next refueling outage, and also that you would provide additional information to justify the operation of the valves in the interim period.

We have not received the required information as of this date. Please expedite the requested information to enable NRC expeditiously close out this licensing activity.
