SAFETY EVALUATION OF RELIEF REQUEST SI-PRR-1 FOR THE PUMP AND VALVE INSERVICE TESTING PROGRAM FOR THE H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. M95270)
Dear Mr. Hinnant:
By letter dated April 23, 1996, Carolina Power & Light Company, the licensee for the H. B. Robinson Steam Electric Plant, Unit No. 2, submitted Relief Request SI-PRR-1 proposing an alternate test frequency for its installed spare safety injection (SI) pump "B."
The NRC has reviewed the proposed alternative against the requirements of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code pursuant to paragraph 50.55a of Part 50 to Title 10 of the Code of Federal Regulations.
Based on the NRC staff's review, we have concluded that the proposed alternative to the Code test frequency requirements of ASME Section XI, Paragraph IWP 3400, for the installed spare safety injection (SI) pump "B," is authorized pursuant to 10 CFR 50.55a (a)(3)(ii) based on the determination that compliance with the specified requirements would result in hardship without a compensating increase in the level of quality and safety.
The results of our review are provided in the enclosed Safety Evaluation.
