REQUEST FOR ADDITIONAL INFORMATION FOR THE H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2, CONCERNING REACTOR TRIP AND ENGINEERED SAFETY FEATURE ACTUATION SYSTEMS INSTRUMENTATION (TAC NO. M94318)
Dear Mr. Hinnant:
On December 10, 1995, you submitted an amendment request regarding reactor trip and engineered safety feature actuation systems instrumentation technical specifications (TS) for the H. B. Robinson Steam Electric Plant, Unit No. 2.
As a result of our review, we have determined a need for the following request for additional information (RAI).
- 1.
NUREG-0452, Revision 3, for Table 3.5-2 Functional Unit, Manual, requires Action 13, Reactor Trip System Instrumentation, which states that with the number of operable channels one less than the Minimum Channels OPERABLE requirement, restore the inoperable channel to operable status within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> or open the reactor trip breakers within the next hour. Explain the difference between NUREG-0452 and your revision.
- 2.
Likewise, Action 13 is required for Functional Unit, Source Range, Neutron.Flux. Explain your deviation from NUREG-0452.
- 3.
Provide the reference documents and pages for the parts of NUREG-0452 corresponding to Insert 6 for Table 3.5-3 Functional Units E and F (page 3.5-14).
Your written response to the RAI is expected within 30 days of the receipt of this letter.
