REQUEST FOR ADDITIONAL INFORMATION (RAI) REGARDING THE TECHNICAL SPECIFICATION CHANGE REQUEST TO RELOCATE THE CHEMICAL AND VOLUME CONTROL SYSTEM SURVEILLANCE REQUIREMENTS FOR THE H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. M94442)
Dear Mr. Hinnant:
By letter dated November 27, 1995, you submitted a request for changes to the H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR), Technical Specifications (TS) to revise TS section 3.2 to remove requirements for the chemical and volume control system (CVCS). The CVCS requirements would be relocated to a licensee-controlled document and controlled by the 10 CFR 50.59 evaluation process. The request to relocate the CVCS surveillance requirements to the Updated Final Safety Evaluation Report (UFSAR) is a major change that requires a risk-based review by the NRC staff. To complete our review, we have identified the need for additional information concerning the application of your plant's probabilistic risk assessment to the TS change.
The specific information needed is identified below.
- 1. Provide the results of Fussell-Vesely (FV) and Risk Achievement Worth (RAW) Importance analyses for the HBR CVCS.
- 2. Address the effects of the loss of one, two, and three CVCS pumps, and show the contribution of the CVCS system to the total core damage frequency (CDF) with and without the proposed relocation of the CVCS surveillance requirements from the TS to the FSAR. The response should include a discussion of the risk-informed configuration control management capability of the plant, and whether the CVCS pumps will be covered by the maintenance rule.
- 3. Provide an assessment of the change in the plant operational risk, including the change in CDF, core damage probability, and the large early release frequency as a result of the modified TS conditions.
- 4. Describe administrative controls established to ensure that adequate programs and procedures will be used to identify and compensate for risk-significant configurations resulting from maintenance and other operational activities when CVCS is unavailable.
