REQUEST FOR USE OF ALTERNATIVE METHODS FOR CHECK VALVE TESTING FOR THE PUMP AND VALVE INSERVICE TESTING PROGRAM - H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. M90671)

By letter dated October 20, 1994, Carolina Power & Light Company (the licensee) submitted Relief Request SI-VRR-3 with proposed alternative methods for testing certain check valves. The NRC has reviewed the licensee's proposed alternatives to the American Society of Mechanical Engineers Code (ASME Code) requirements to test the safety injection combined injection check valves to verify the full-stroke open capability of these valves. One of the three proposed alternatives (the use of radiography) was found to be acceptable, while the remaining two were determined to be unacceptable. The NRC evaluation of the proposed alternative methods is contained in the enclosed Safety Evaluation.
