REQUEST FOR RELIEF FROM SECTION XI REQUIREMENTS ON A TEMPORARY REPAIR OF A CLASS 3 PIPE - H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. M90670)
Dear Mr. Hinnant:
On October 14, 1994, as supplemented November 15, 1994, Carolina Power & Light Company (the licensee) requested relief from the Section XI repair requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (Code) for repair of pinhole leaks detected in piping in the chemical and volume control system during operation of the H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR).
The licensee requested relief on the grounds of impracticality, stating that performing Code required repairs at this time would be impossible without a unit shutdown.
The NRC finds that the Code requirements in this case are impractical and would result in undue hardship without a compensating increase in the level of quality and safety. Under 10 CFR 50.55a(g)(6)(i), relief is granted until the next scheduled outage exceeding 30 days, but no later than the next scheduled refueling outage. The piping must then be repaired or replaced in accordance with the Code.
