UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.148 TO FACILITY OPERATING LICENSE NO. DPR-23 CAROLINA POWER & LIGHT COMPANY H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET NO. 50-261

1.0 INTRODUCTION

By letter dated May 20, 1994, Carolina Power & Light Company (the licensee) submitted a request for a change to the H. B. Robinson Steam Electric Plant, Unit No. 2, (HBR) Technical Specifications (TS) Section 6.3. The requested change would revise.the TS requirement for the Manager - Operations to hold a senior reactor operator's (SRO) license at HBR. The revision would allow the Manager - Operations position to be filled by an individual who holds or has.

held an SRO license at either HBR or a similar plant. An additional requirement would be added to the TS to require that the Manager - Shift Operations shall hold an SRO license for HBR.

2.0 EVALUATION The current HBR TS does not describe the site specific operations management functions, but requires that the facility staff performing functions similar or equivalent to those delineated in American National Standards Institute (ANSI) N18.1-1971 meet or exceed the minimum qualifications in ANSI N18.1-1971. The licensee has proposed that an exception be added to TS 6.3.1 to allow the position of Manager - Operations to meet the requirements stated in TS 6.3.2. The revised TS 6.3.2 would add a requirement that the Manager Operations shall hold or have held an SRO license for either HBR or a similar plant.

The Manager - Shift Operations is a middle management position between the operating shifts and the Manager - Operations. The licensee states in the May 20, 1994, letter that the Manager - Shift Operations, who is responsible for direct, day-to-day supervision of the operating crews, requires in-depth, plant-specific knowledge of the plant. Such knowledge is demonstrated by maintaining an SRO license. The licensee proposes adding a requirement in TS 6.3.2 that the Manager -

Shift Operations hold an SRO license.

The NRC position with respect to the license requirements of the Manager - Operations (in cases where a middle manager position, such as the Manager - Shift Operations must hold an SRO license) is that the individual must, at least, have held an SRO license at a similar plant. The requirement to hold or have held an SRO license at HBR or a similar plant will ensure the appropriate level of operator qualification for the Manager - Operations, 9407200313 940715 PDR ADOCK 0500021 P

2 since this individual does not directly supervise the reactor operators. The Manager - Shift Operations, however, is directly responsible for supervising the reactor operators, and is required to hold a current SRO license for HBR.

Therefore, the NRC finds that the proposed amendment is acceptable, because it meets the intent of ANSI N18.1-1971.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the State of South Carolina official was notified of the proposed issuance of the amendment. The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

This amendment changes recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be.conducted in compliance with the Commission's'regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
