NRC EXAMINATION REPORT NOS. 50-261/96-301
Dear Mr. Hinnant:
On August 24, 1996, the NRC completed an operator licensing examination at your H. B.
Robinson Steam Electric Plant. The enclosed report presents the results of that examination.
A Simulator Facility Report is included in this report as Enclosure 2. A copy of the Facility
Comments regarding the written examination is included in this report as Enclosure 3. The
NRC Resolution of Facility Comments is included as Enclosure 4. A copy of the written
examination questions and answer key, as noted in Enclosure 5, was provided by members
of your training staff at the conclusion of the examination.
One Senior Reactor Operator (SRO) candidate failed the operating examination. Six of the
thirteen other candidates were graded as marginal passes. The individual examination
reports should be reviewed to determine if adjustments to the training program, as well as
additional remediation, are needed.
The written and operating examinations were developed by the facility training staff.
Although the written examination met the minimum standards as an evaluating tool, both the
technical quality and content were degraded from the previous pilot examination.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and
its enclosures will be placed in the NRC Public Document Room.
