SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)
(NRC INSPECTION REPORT NO. 50-261/95-99)
Dear Mr. Hinnant:
The Systematic Assessment of Licensee Performance (SALP) for the period December 26, 1993, through June 17, 1995, has been completed for the H. B. Robinson Steam Electric Plant, Unit No. 2. The results of the evaluation are documented in the enclosed SALP report which will be discussed with you at a public meeting at the Robinson Information Center on July 31, 1995, at 1:00 p.m. At the meeting you should be prepared to discuss our assessment and any initiatives that address our concerns and challenges identified in the SALP report.
Plant performance has improved and there were no major events or consequential personnel errors during this assessment period. Overall performance of Robinson, plant and personnel, was assessed as good with noticeable improvement in some areas, particularly maintenance. A major contributor to the improved performance was the management involvement and focus on expectations and accountability. The new organization has effectively terminated previously-identified declining performance and taken the initiative in correcting weaknesses. Backlogs in most areas were reduced, internal interfaces and communications have been enhanced and independent self-assessments were effective. Factors that impeded further gains in progress are procedure inadequacies which contributed to procedural adherence issues and less than fully effective self-assessments at the line organization level.
In accordance with Section 2.790 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
