SUBJECT:
Document Control Desk Nine Mile Point Nuclear Station, Units 1 and 2 Renewed Facility Operating License Nos. DPR-63 and NPF-69 Docket Nos. 50-220 and 50-4 10 Changes to the Nine Mile Point Nuclear Station Physical Security, Safeguards Contingency, and Security Training and Qualification Plan
REFERENCE:
(1) Letter from K. Clark (NMPNS) to Document Control Desk (NRC), dated February 6, 2013, Changes to the Nine Mile Point Nuclear Station Physical Security, Safeguards Contingency, and Security Training and Qualification Plan
- Response to NRC Request for Additional Information Pursuant to the requirements of 10 CFR 50.54(p), attached are the changed pages for Issue 8, Revision 3, of the Nine Mile Point Nuclear Station Physical Security, Safeguards Contingency, and Security Training and Qualification Plan (the Plan). A summary of changes containing Security-Related Information for withholding from public disclosure per 10 CFR 2.390 is provided in Attachment 1. The revised pages of the Plan, which is classified as Safeguards Information, are provided in Attachment 2.
This revision of the Plan addresses an informal NRC RAI relative to discrepant wording found in section 7.3 of Appendix C of the Safeguards Contingency Plan, as compared to section 15.3 of the Physical Security Plan submitted in Reference (1).
Other changes incorporated in this revision include the elimination of Owner Controlled Area checkpoint references from pertinent sections of the Physical Security Plan and Appendix C of the Safeguards Contingency Plan, a revision to figures that reflect the configuration of the vehicle barrier system, and an increase to the number of dedicated armed responders.
Nine Mile Point Nuclear Station, LLC has reviewed the changes in this revision of the Plan in accordance with applicable site procedures and determined that they do not decrease the effectiveness of the Plan or the overall Nuclear Security Program for the site.
NOTE: ATTACHMENT I TO THIS LETTER CONTAINS SECURITY-RELATED INFORMATION TO BE WITHHELD FROM PUBLIC DISCLOSURE. ATTACHMENT 2 CONTAINS SAFEGUARDS INFORMATION AND MUST BE PROTECTED PER 10 CFR 73.21. UPON REMOVAL OF THE ATTACHMENTS, THIS LETTER MAY BE DECONTROLLED.
