NRC INTEGRATED INSPECTION REPORT NO. 50-261/98-09
Dear Mr. Young.
On October 24, 1998, the NRC completed an inspection at your H. B. Robinson reactor facility.
The enclosed report presents the results of that inspection.
.
During the six-weeks covered by this inspection period, your conduct of activities at the H. B.
Robinson facility was generally characterized by safety-conscious operations, sound
engineering and maintenance practices, and careful radiological work controls.
In your April 13, 1998, response to the Notice of Violation 50-261/98-03, EA 98-043, and
EA 98-050, dated March 4, 1998, you disagreed that Examples 4, 6, 12, 13, and 14 of Violation
B and Example 1 of Violation D were violations of NRC requirements. Based on the review of
these issues documented in paragraph E8.14 of the enclosed inspection report, NRC agrees
that Examples 12, 13 and 14 of Violation B were not violations of NRC requirements and these
violation examples remain withdrawn as stated in our letter dated June 2, 1998. However, NRC
has concluded that Examples 4 and 6 of Violation B and Example 1 of Violation D were in
violation of NRC requirements. These examples will remain on the docket as examples of
violations as stated in the Notice of Violation issued by letter dated March 4, 1998. Since all
corrective actions have been completed, no additional response is required.
