(NRC INSPECTION REPORT NO. 50-261/95-08)
Dear Mr. Hinnant:
This refers to the inspection conducted by G. MacDonald and J. Starefos of
this office on March 6-10, 1995.
The inspection included a review of
activities authorized for your H.B. Robinson Unit 2 facility. At the
conclusion of the inspection, the findings were discussed with those members
of your staff identified in the enclosed report.
Based on the results of this inspection, certain of your activities appeared
to be in violation of NRC requirements, as specified in the enclosed Notice of
Violation (Notice).
The violation is of concern because it involved
inadequate procedural guidance in an Abnormal Operating Procedure which had
recently been revised during your Emergency Operating Procedure/Abnormal
Operating Procedure upgrade effort.
In addition to the need for corrective action regarding the specific matters
identified in the enclosed Notice, we are concerned with the implementation of
the new corporate procurement engineering procedures, in that, a site specific
commitment was not included, an interface process between the new procedures
and site specific procedures was not evident, and a potential generic problem
may exist at other Carolina Power and Light Company nuclear sites due to this
process. We request that you address these concerns in addition to your
required response to the cited violation within 30 days of the date of this
letter.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. In your
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence. Your response may reference or
include previous docketed correspondence, if the correspondence adequately
addresses the required response. After reviewing your response to this
Notice, including your proposed corrective actions and the results of future
inspections, the NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements.
The responses directed by this letter and the enclosed Notice are not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, Pub. L. No.96-511.
